This is the South Bay Yacht Harbor or, more realistically, the Alviso Boathouse. Back in the day, there was a lot of boat traffic that came down the sloughs off of the bay. In this day if a boat came through there'd probably be ariot. If my memory serves, there are some derelict boats still (sort of) floating nearby.
